PSALM resets Malaya plant bidding to May 19

The deadline for the submission of bids for the Third Round of Public Bidding for the Malaya Thermal Power Plant (MTPP) facility and lot had been moved to May 19, the Power Sector Assets and Liabilities Management Corp.(PSALM) said on Thursday.

The decision to move the deadline from April 30 was in view of the enhanced community quarantine throughout Luzon to avert the spread of Covid-19, the state firm said.

In order to acquire the bidding package for these assets, interested bidders must submit on or before  April 16 their respective letters of interest (LOI), executed confidential agreement, undertaking forms and payment of a non-refundable P150,000 participation fee.

The deadline for the submission of documentary deliverables is set on April 17.

PSALM said it would disclose the minimum bid price to qualified bidders immediately after obtaining the approval of its board.

PSALM is constantly monitoring the Covid-19 situation and will issue appropriate Supplemental Bid Bulletins to adjust dates of the bidding process should circumstances warrant.

Earlier, three firms expressed interest to participate in the third round of bidding. These are AC Energy Inc., Panasia Energy Inc. and Denki Power.

In 2019, there were two rounds of public bidding and both were unsuccessful.

MTPP is currently operational and being dispatched as a Must Run Unit by the National Grid Corp. of the Philippines. However, per the Department of Energy’s (DOE) direction, once privatized, MTPP is no longer required to run as an MRU.
